You don't get the staff until the start of the new season. I would think in order for you to get the season two staff after switching, the clan you switch to would have to have reached max rank as well.

Okay, just making sure. I'll switch to another clan that's both heavy on Raiding and also max rank, and I'll stick with them until May for the staff. When I get my staff for Season 2, I'll break off and form my own clan.
