i received no engrams on my second character so either a bug or it can only be completed on 1 character a week for engrams which would suck :(

Its drop for all characters. Did my warlock and titan and got my 4 engrams then started hunter and have gotten no engrams for my milestones

It doesn't drop for all characters, it's account wide so deleting and re-playing a character won't reward Dawning Engrams. You probably got your Tess free Engram then played Mayhem on Your 1st character got the '1st' Engram and switched to another character for Mayhem, got the '2nd/last' Engram and Switched again expecting another Engram & got Shaders indtead.
