I know this hasn't been updated for D2, but chances are the authorized person is Ana Bray, though this isn't confirmed. We will probably find the answer in DLC 2.

The odds that it’s Ana are pretty low, especially considering how she most definitely was not alive during the Golden Age so couldn’t possibly be registered as someone allowed to access Rasputin unless he somehow know she’s a descendent of Clovis (which she may not be) The more likely answer is the Stranger since we know she’s entered his bunker plenty of times and he hasn’t retaliated

Yes, but I'm pretty sure there are multiple scannable objects that mention her near the warmind bunker, and the DLC 2 image shows a woman with her logo. Though that doesn't completely disprove your theory. Again, we will probably find the answer in DLC 2.
