Clan engrams: create unique weapons and armor as rewards, remove trials/raid gear.
Getting trials and raid gear from engrams takes the fun out of actually doing the activities and it discourages people from even attempting them, because they can get all of the weapons without ever doing those activities. You could even make the gear have certain perks that benefit yourself and clan members in your fireteam in some way.
