Does this mean you deleted a character and created a new one? If so, you already earned those engrams with the first character.

No, its working otherwise... Peoples loot them from 4 characters...

No, they don't. Whoever told you they received them on four characters misled you. The 3 bright engrams for reaching level 20 happens only on the first character you do so with. After level 20, each level will reward a bright engram; this works on every character, but the 3 bright engram reward for level 20 happens only once.
