I remember when Psychics were broken as all holy hell because for some reason the only Ghost types, their supposed counter, were part poison and therefore [i]weak[/i] to them. Starmie was a good counter due to being part-psychic, thus being able to tank their attacks. Other than that, anything that could hit hard and fast, and eat a couple of heavy hits was the best bet. To this day, I'm still thoroughly baffled by that design oversight...

Well if we’re talking Gen 1 then your ghost options were Gastly line Bugs: caterpie line, weedle line, venonat line, paras line, Pinser and Scyther. I’m sure you could find something among them. Especially since I know you can beat red/blue/yellow with a full bug team (bug catcher for life)
