The money they've made from both games (and continue to make) should more than cover hiring more people to make better content quicker. You don't gotta be big like Activision to make fulfilling games, just gotta not make profit the company's focal point.

If you hire more people then the cost increases and if you hire more than required then chances are they might end up overlapping or interferring with eachother... Imagine a caffe where you have 10 waiters but only room for 2 tables... better content as you call it is new non-existent content.... try and draw 100 unique high quality pictures of a potato man yet none are the same but they all fit the same genre so if the theme is mideival it would not allow you to draw anything electric but if it is futuristic you cannot make it too organic... Creating something that does not exist requires an unknown amount of time not to mention you cannot risk making it look too much like what other games have but only slightly at most unless that game is a partner or owned by the same... your comment is a statement to your lack of intellect...

I can spend $60 on a plethora of other games that have more content than this. There's literally no excuse for having a skeleton of a game like this and you thinking it's "ok because it takes time" just means you're the moron.
