power or light level was always scaled in pve (except end game activities, raid, night falls) i think most people grip about it being just a number was coming from the fact that trials and IB aren't light enabled and the prestige raid didn't have a light increase as far as difficulty.

The point is that there is zero scaling now. The number literally means nothing in any game mode.
