Maybe have some mods based on specific weapon types.
Like a "Fanning the Hammer" mod for handcannons that lets you shoot any legendary handcannon like the last word at the cost of some impact and range.

I had another mod idea based on a technique my grandfather did back in Vietnam. Basically, he always had a spare magazine tied to the current magazine of his rifle so when he was out in the first mag, it would take even less time to reload since his new one was already right under where it needed to go. "Double Mag" for auto rifles: reload time for auto rifles is reduced by 50% at the cost of handling speed.
