Vex/Hive/Taken don't use plain bullets, Cabal are huge and war based, I'm sure they could haul their ammo, and Fallen... Well, I'm not positive there, but they're pretty light on their feet. I don't really think we let any enemy live long enough to expend anywhere near as much ammo as we have?

He means in war your enemies don't magically re-spawn. They do in every encounter in Destiny. Ran out of heavy multiple times during the baths section. Not just me but EVERY member of my team. It's great having a shotgun in your heavy slot and having no ammo for it on multiple tries. Heavy needs to drop more in the raid.
