Or another simple solution... if a gun runs out of ammo completely, have it auto-fill half it's reserves back when stored for 30 sec.

You should just get your power ammo back everytime you wipe.

30 seconds is a long time in the end game content of D2. When you consider Nightfall timers and raid wipe mechanics in the raid, 30 seconds is not unreasonable.
