Except Variks was already the last of House Judgment by the time we meet him.
And the Fallen never evaced the cosmodrome.
And the Kings already had all the com frequencies as they were always the most powerful house and coordinated the attack on Twighlight gap with the other houses. An attack that failed because the House Wolves were preoccupied in the reef.

The fallen guards that you see in the reef are also judgement. And there's no concrete evidence that the house of judgement was wiped out entirely. "The House of Judgment is one of the oldest Fallen houses. The only [b]known[/b] living member of this house, Variks, currently resides in the Vestian Outpost." Straight from the wiki and destinypedia says the same thing. Nothing about him being the last.

Color of the armor. Each house colors their armor different, but the Queen's guards are clearly house of wolves. House of wolves are blue but the house of judgment is Green
