The Touch of Malice is actually a series of several different quests merging Collect 5 more fragments Collect 15 fragments Collect 30 fragments Collect 45 fragments These will unlock the three respective quest missions of The Promethean Code, The Undying Mind, and Fear's Embrace where you have to kill a specific Taken Major. Separate again is the quest where you have to build the frame with the three items from King's Fall. I believe they are from the Warpriest, the Daughters, and Oryx himself. Simply finishing the Raid (for example, joining at a later checkpoint) doesn't grant these items. I did mine on Normal just to get it out of the way. Once all of these quests have been satisfied, Eris will give you the Touch of Malice. Double check your abandoned quests kiosk to make sure you didn't miss a step.
