The Consensus is kinda like Congress, with the speaker acting almost like the speaker of the house. At least, that's my understanding of it.

The Speaker did have a roll I believe. If I remember correctly, if a representative from the Consistance has a disagree, they would go to him.

Don't think so, it's probably their version of the Senate/Congress except they actually get stuff done because if they don't society will collapse.

Yeah that's the one. Maybe Shaxx ran them into the ground and that's why they aren't making mainstream guns now? Or did some other catastrophe befall them?

This might actually explain the Chaperone quest. They tried to go through Shaxx, but got screwed, so they contacted Holiday about doing a promotion to recreate a "famous" shotgun from her history, knowing she's in well with the Guardians. To that extent, the goal is to win favor with Tex Mechanica by using the Last Word, but really... Is that not just advertisement for them anyway? Especially considering how the rest of the quest goes.
