You don't unlock everything and still start at level 1. Everyone else who has the game has everything and has had it for months (it only takes a day or 2 to get to your first regen, by then you have everything unlocked except camos. If they released this edition at launch there would be a problem (looking at you Dice). But a year after launch, this is nowhere near qualifying as pay to win. Just incentive to pick up the game.

Bungie tried to solve this with the Crucible in Destiny by removing the level advantage. EA's solution is to have players spend more $. Blizzards solution is to have cosmetic only unlocks.

What's better is that even with this catch up stuff, newer players will have a better chance of keeping up, making them play the game more. Plus it helps the game sh## on competition

I think of Star Wars Battelfront. I never really kept up with it and going back in 6 months later I felt completely overpowered by players with explosive ammo and much better guns. My son likes Overwatch because he gets all the best guns from the start. I think that's the future of this genre.
