Think about it for a sec, the tower has never heard nor have fought the red legion but only through rumors.
And during the mission "An Outbound Signal", you try to stop the cabal from sending a signal to cabal 'outside the system'

I just started thinking about this... Was it Calus or Dominus Ghaul they were trying to contact? Calus; he comes to our system to celebrate our victory over the Red Legion. Almost as if hes trying to make a peace treaty. Get us to join his side in the Cabal civil war. Ghaul: comes to our system personally to take the light to overthrow Calus. It actually makes more sense for them to be trying to contact the Red Legion in that mission, because the Cabal are in civil war between their Emporer (who has become lazy and forgotten the warlike ways of the Cabal and instead pursues luxury) and Dominus Ghaul and the Consul leading the rebellion at the head of the Red Legion. So it makes sense that the Skyburners would be loyal to the Red Legion side and Ghaul sent them here to claim the Light or scout out our solar system for the Red Legion. Also, they were likely given the command to stop Oryx from destroying the Light, hence why they were ordered to crash into the Dreadnaught. They were expendable to the Red Legion... So my money is Ghaul. Yes the Skyburners were loyal to the Red Legion. Also, there is the fact that there is a weapon in Destiny 2 called "Skyburners Oath".

Now i have a strange desire to take the time the taken king released to when D2 launches, use that time and do some math-y stuff to see where the Red Legion came from

In Outbound Signal and the grimoires relating to it we are told that the message was sent to wherever the emperor and the main forces of the empire were located. The Red Legion was how the emperor responded to the message

They were contacting the head of the cabal empire. Unknown to how this relates to when the information was received by the cabal, the red legion were an elite military branch of the cabal. The cabal emperor was overthrown by the governing body of the cabal (consul) and the head of the red legion (Ghaul) in a military coups for unknown reasons. Ghaul become the emperor of the cabal and now is leading essentially a smash and grab on the city to take the travelers light for the cabal and eliminate the guardians.

Ghaul timeline (what I see so far) ???: Baby Gary is born ???: Gary (after X happened) is raised to believe in a super-powerful force that comes from a being called the Traveler ???: Some dude named the Consul tells Gary that their current Emperor is not worthy or a complete douche so he gets a Military Coup to overthrow and exile him. 2???: Word gets out that the Traveler may be in a system named Sol so Gary sends a Scout Legion (codename: Skyburners) to confirm and eliminate all resistance. 3???: The Scout Legion, after getting raided by Fallen and Guardians, beaten by Vex, and utterly destroyed by the Hive, send out a message saying "ay bring an army, btw the Traveler is here and is heavily guarded... oh and all us are pretty much dead." 3???: Gary receives half a message but gets the point. Gathers one of his strongest Legions (and some green guys) and make his way over. Now: Darth "Yapyap" Bane arrives and cages the Traveler and pushes us into the Red War.

The signal was sent to the head of the cabal empire, so yeah the red legion was probaly their response

I believe so, Ghaul is right under the new emperor, so in essence, the legion is the might of the empire.
