They start you at level 20, so you can't expect to be all powerful. The actual game looks like it caps at level 200, so you can expect your charge rate to improve when you level up. I doubt those subclass trees are going to be like that in the actual game. They gave you the new subclass ability to try out. Plus your speed, recovery and resilience is adjusted according to gear itemization. That is a change from adjusting those characteristics in the subclass perks.
