Didn't Luke Smith say, "SOME of those activities will be load out locked"? To me it sounds like it could be a modifier for a Nightfall or strike.
Or it could actually mean every single aspect of the game is load out locked like some of you are anticipating.
Either way, I'll be waiting for some actual factual information before I drown in speculation.
But, I do feel a little let down thus far. Here's to hoping they're saving all the good stuff for the release.

People were able to switch weapons mid-game at every playable demo so far. I assume the lockout is locked (lol) to endgame.
