As constructed currently...balance is impossible.
If one person have HCR and the other has rangefinder and third eye, etc....balance is NOT possible.
Only way they can achieve it is by having a weapon set up similar to Halo
Standard issue weapons for PvP.
PvE should be the mode that has weapons with perks.
If not, D2 in regard to PvP will be more of the same....
