In terms of repairing the broken were almost up to par on basic movements, restored functionality, even feeling.
In terms of enhancements... nowhere significant. Some people find it unethical to do stuff like that to another human being who doesn't need it for lack of a part or disability.

That would be voluntary and exploratory surgery. Some doctors practice such acts, but not many.

More often than not, surgeries such as these do not lead to these metal gear enhancements you are looking for sir. People tend to come out of these with terminal issues.
