What "really" happend is lost in the dark corners of Activisions vault where the original supercut lies and waits for us Guardians to find and liberate it.
Of course, Rasputin can become an exo. Exactly the same way a Culture ship has one or more Avatars who think they are the ship mind, because they share a deep connection with it. In "Matter" an Avatar sees the ship get destroyed and calls out: "I just died".

An Exo is a human mind implanted within a machine body By definition, Rasputin cannot become an Exo. He can build a body that looks exactly like an Exo, but the inner workings would be completely different to fit his own machine mind

Not really. In the grimoire it says that a mechanical and biological substrate are the exact same for an Exo. I understand your point though.
