They just seem incompetent and completely incapable of understanding the White-Concordat situation.

To be fair, the empire would be pounded by the dominion, that's why they took the concordat. NCR is just super-full of corrupt bureaucrats.

Exactly. Stormcloaks don't get that. I understand the whole Talos thing, but they're kinda screwing everyone over with it.

I understand. I hate the Stormcloaks however, they're naive (as you just said), and most - not all - of the people in their army are super racist. As I type this, Rolff is screaming around the Gray Quarter. Again.

That's more what I meant with NCR comparison. The NCR would be too thin spread for the Mojave, making them ultimately useless controlling it.

I can definitely see that, however, the alternatives aren't much better - which is another reason why I love New Vegas, lots of choices, but you never know which is the 'right' one. The Legion, although morally bankrupt, is well-disciplined - But they stick to such crude weapons and armor, and, like the Romans they desperately try to embody, will fall. House doesn't really care for anything but Vegas, and while I do l like him and have sided with him a couple times, he's a bit of a stretch when it comes to what's best for the Mojave. I could definitely see the Courier running things and getting stuff done, but the ending slides leave too much up to interpretation. That, and I'm a pessimist (which is why the interpretation leaves a bad taste), so...

I find House the best option. He maintains instead of controls, seeking to protect the strip instead of own it almost.
