The same reason you may get stopped for speeding but not the guy down the road. They don't see every thread and post, but when they find one they act on it. You drove through a speed trap that the others didn't. If you find the other post, report it so it gets flagged. It doesn't excuse the fact you are soliciting paid carries, however. That violates ToU and CoC.
