Damn, Witcher 3 must be a bad game since it had 2 expansions announced before release.

There is nothing wrong with expansions just paid expansions that are finished (or almost finished) at release of the main game.

difference being those were actual expansions. Destiny's first two were cut content. Usual Activision MO. Arguably speaking TTK was just rehashed content, rise of iron being the most "new" content of all dlc's. Destiny 2 has less than two years of work in it, with a dev team that was in shambles and struggling to get the first game in order. And it's set to launch this year. Destiny 1 had four years of dev time, and still was a disaster. Destiny 2's future does not look promising, especially factoring in the company's actions, their way of handling communication with their player-base(or lack thereof), their out right refusal to give straight answers or fix issues, three years to fix a local fire team issue? Let the nostalgia wear off, step back, and take a good look at the downward spiral.

Isn't Destiny 2 also running on a completely new engine? If so, then they have also had to waste time getting used to working with the new engine.

It's supposed to be a "new" engine yes. Which is less time spent on development of the game itself. Once again, does not bode well for it's future. We can't really tell until it launches, but the signs point towards another disaster. As much as I hope they don't make the mistakes again, I know many of them are going to be made.
