One of the new grimoire cards talks about the Fallen burning all their banners. This could mean either they've given up and leaving the system or more likely they are secretly all uniting under one banner and preparing to attack the city. This could possibly be a D2 dlc. Unless they are teaming up with the cabal to attack the city.

There's no way they would team up with the cabal. The cabal don't play that way. If anything they would buddy up with us. The cabal either conquer or destroy. Cabal presence on earth is bad news even for the fallen.
