Challanging a sniper when they have an obvious advantage is always a bad idea, i suggest using a Low RoF pulse like pantheon shot it can 2 burst max armor gaurdians (if youre landing head shots) and staggers enough to make things more difficult for the onr being challanged.

I usually use my hopscotch and I use it within intended range. These guys are blaining me from medium range. There's gotta be away to challenge rather than turn the game into a stalemate.

Like i said above, you also need to consider how slow NLB is to fire, if you can dodge a shot you can get a good burst or two in before they have a chance to pull off another one, if you lure them into wasting a shot you can charge em.
