There are so many factions barely mentioned, Effrideet's group, Lysander and Cormorant, the Nine(which would mean is the other unknown members, we know Xur, and the Exo Stranger, could be the 7 Seraphs)
All is speculation. I know several games grab from religions as inspirations.
It's too early to truly tell, or you could be onto something.

Hell there are so many people working for Osiris i wouldnt be surprised if the Seraphs were Osiris's closest followers.
