Buff Unflinching?
Hello,
I'll keep this simple and short... useless perk. Just buff it, please Bungie. Especially since you increased flinching anyway.
Support this post please, this perk needs a major upgrade.

The stagger caused by low impact weapons with HC rounds is unbalanced. A low RoF pulse should not be staggering or out shooting a mid-high impact scout at long range. The stagger effect should have more fall-off on low RoF weapons.
