Soliciting is against the rules on the forum. Even if it wasn't, allowing someone to solicit on your forum doesn't make you liable for their taxes.

If/when they become aware of it, they must nullify it or otherwise risk the accusations of a Ponzi scheme. OP on the other hand assumes that just because someone uses b.net to peddle their services, Bungie must be liable. This is false.

No it doesn't. Mediums of advertisement aren't responsible for other company's taxes. The opposite is true though. If people were allowed to pay Bungie to promote their services, they could break the law by paying under the table & not giving proof of purchase. This facilitates tax evasion because they're helping a company hide income.
