Bungie can't do anything about this. You will have to report them to Playstation or sony.
I suggest changing your privacy settings to only receive messages from friends.

I've looked through the settings for this myself but can't find it. I can turn the notification off altogether, but I can't figure out how to only get messages from friends. Any help?

I run a clan where i help people i dont exactly have on my list and i get msgs from randoms asking for her. Its what i do. Can't exactly do that and give my word to people if they cant even reach me. I contacted psn but they said to report the msgs they sent me but they are bots.
