4 Raids.
Just buy Exotic weapon from Xûr or grind.
There's no cap for Matchmacking on crucible (i see alot noobs always trying to level up quickly) but you do need to be on a certain light level for most Raids, Strike and story mode.
Also, you get 1 level up "booster" to lv40.
