there is one where you turn in bags, and there is one where the bag is in your consumable stash, and if you click 'x' to "use" it, it gives the shader - at least that's how it went down for me, but it was AFTER completing a quest as Lord Saladin (wearing his mask) using solar abilities and getting those kills done for the quest line items, 50 kills with solar abilities as saladin and 25 uses of the axe as saladin.
