But he'd have to take exotics from the people that work for them and give them to the scrubs who can only do patrols :(

You mean the people that have received 5+ copies of every exotic? I'd be fine with giving my excess exotics that I literally throw away to scrubs [spoiler]I like how this Destiny reference runs strangely parallel to reality.[/spoiler]
