More than likely nasty lag caused by long distance matchmaking.
Although most lag is not intended, there are a handful of savage cheaters out there. It's been like that since Halo 2 when -blam!-tards used "Stand By" modems to lag switch.

But why would the lag happen in such specific circumstances and then be fine when the other team gets what they want?

I believe, but am not 100% certain, that the host cycles in matches. Maybe someone can verify that. That might make it seem as if it's planned. Or you met a cheater. There are less than people claim however. I loathe laggy players...
