It was, but the parent company brought it back and it's doing much better than before. As it is the game is only one major update behind the Korean version.

How is it doing better? Not-so-much pay to win?

-Leveling is nowhere near as grind heavy as it use to be. -Rewarding players constantly (daily, weekly, and monthly) with items in the cash shop -Cracking down on cheating and gold botting -Making it easier to get gear -Making it easier to upgrade said gear -Increased drop rates all around -Giving a constant stream of content on a bi-weekly schedule -Constantly interacting with the players and finding out their qualms with the game -Made it easier for one to obtain gold. -Constantly gives all players fairly good chances to run Hellmodes and get epic gear. As for pay to win, that doesn't really make sense as there are plenty of people that pay for things with real money in the game and have still yet to get some the best equips despite having mountains of gold. The only real problems are when they introduce new items because people over-inflate for a while, but that gets fixed in about a month anyways. Other than that the only real issues would be the vast difference between normal content and end game content and that is because leveling is extremely easy now and people often don't learn how to utilize their classes. While avatars do give bonus stats, they are nowhere near enough to make any real difference in the game to begin with and even then the affects are negated in PVP (as are some various weapon/armor effects as well for balance purposes).
