Its not a glitch, you only get the item from the chest once, on whatever character does it first.

One slight oversight I think I should point out is, you can also dismantle the original year 1 version to start the quest (which if the one time drop theory was correct) would then leave the drop in the chest free for you to use on another character. It doesn't nor does it if you collect the chest version and then dismantle the original. Add that along with a growing number of players reporting the issue and the lack of any official announcement stating the quest is working as it should, it would seem more likely a error in the quest than a once per account exotic drop.

It seems weird because all other exotic quests can occur on all three characters including the gjallerhorn.

yeah seems weird, u can get a "Gally" per character.. you start the game and get it per character.. ive tried 3x and just get a blue engram.. *sigh*

This inconsistency makes me wonder if it's an oversight. It makes no sense for this one random exotic quest to be once-per-account.

Everyone gets the "Gally" because it was such a big problem in year 1. People kept getting kicked from fireteams and couldn't complete activities because they didn't have it.
