People were hoping it was the stepping stone to get that cool looking Pulse Rifle with the neat heat-shot-kill effect. Kind of like the Fragments were the stepping stone to Touch of Malice. But... considering I haven't heard anything about said Pulse Rifle I imagine the quests for it haven't triggered yet. Perhaps the hard mode raid will be part of it.
