The helms perk is Temporary increase to Recovery on Blink. but it does not activate on blink becasue you need to wait for ur health bar to recharge and it only speeds the charge up by a few pixels.

From what I can tell Bungie has yet to get a recovery perk right. Lord of Wolves was underwhelming also.

The problem is that the only way to make the helm good would mean to break the game and make the character op. So for ex: If I get the perk to proc I would become resistant to incoming fire for a short time so my health can recover. < that is broken and I would not want to see this in the game but it's the only way to make an exotic recovery perk worth it and work. How recov works now: Health is low wait 3 seconds health start to charge but if hit by a low damage bullet you get set back to red bar. So the recover buff fails after one shot and that's a weak perk. It's a perk not worthy of an exotic and they should find something else for the helm.

Two of the three new exotics for warlocks are lackluster. I'm a day one warlock player and I can tell you that the helmet helps in NO way at all. I have it in my vault along with the rest of my gear that doesn't help as much. I want the helmet to be rebuilt altogether. The whole point of an exotic item is that it's EXOTIC. "So... my recovery time increases a small fraction if I blink at the right time? Great...". The first pair of exotic boots for warlocks were also somewhat disappointing with the fact that they aren't too helpful in PvP or even at all in PvP. Any ammo crate you pick up is usually clear enough for you to reload and heavy boxes put the clip already in. I don't care about crouching around faster because you still show up on the radar. I'm almost disgusted with the lack of creativity put into such cool looking pieces of armor.
