To be fair. Why are Exotics suppose to be better than legendaries?
They are suppose to be weapons on par with Legendaries, but offer unique perks that "alter"/"shake up" gameplay.

To be fair. I don't think that exotics are quite on par with most legendaries and that unique perk that shakes up the game should be something that makes them better than other choices in the same category. The fact that exotic perk or not, they can and are usually passed up for just an ordinary legendary that works reliably.

They are not even on par. Base stats for exotics is bad. Look at hard light and no time to explain to give you an idea. Even Boolean Gemini.

On paper the hard light looks like a beast of a gun. Sadly its average at best.

Exotic Weapons are Weapons which can used only one at the same time. They have to be strong. They are unique so they Need Strenght.
