So do the ninjas forward the cheater's gamertag/id to Bungie, or do they just protect cheaters? It looks like the latter...

It's a little of both.

Then they should say something to the effect of: "This video has been forwarded to the Bungie security team". Without that caveat, it appears they only exsist to protect cheaters.
