If it was lag the hacksaw would sound more like a scout rifle but still kill just as quick as normal. The players and other people's weapons function to normal for this guy to be lagging so bad that his hacksaw turned into a doctrine of passing.
Even if it was lag, why does it make you so angry that OP figures this guy was cheating?

The players weren't blinking around like they would if there was enough lag for the rate of fire on this guy's hacksaw to get so high. You're pretty annoyed that OP figures hacksaw guy has rapid fire or something.

Not with the same consistency that this happened. The RoF would change if it was intermittent.
