That's a bit of a barebones thought as shotguns have a rather consistent spread even with shot pack. This however allows you to choose how you want to use the weapon. If you don't hold the charge the spread will be all over the place, while holding the charge will give you a concentrated burst. You can also get pretty much any variance in spread between those two extremes as well.
