Great idea, but I think it should be non-precision and solar damage.
The charge-to-reduce projectile spread perk is brilliant! After 10 seconds of charge, it should cap out and be essentially a single projectile.

Well there really isn't a Kinetic Fusion Rifle as of yet so I thought this would be a good start. Also, I did forget to mention that the charge does cap off at a point and it does have the fusion rifles typical fall off in damage as well so it is really only good at short-mid ranges.

Fusion Rifles actually have zero damage falloff. That's why projectile spread is such a pronounced mechanic on them.
