Simple, those people like to rush hard, use your weapens to kill them before they are close enough to kill you. Juggernaut needs charge rate meaning a titan runnig with juggernaut could only spawn it while sprinting, when he sees you he ll come after you what you hade to do is to sipmle fire the living sh*t out of them
