It really isn't that bad. It's countered by shotguns, fusion rifles, and occasionally even sidearms. Sometimes you use it and you fall just short of your target, leaving you unable to move for a full second right in front of them. Yes, it's a one-hit kill, but it has a lot of counters and liabilities, so I think it's balanced.
