It is annoying I'll give it that, but I won't complain because I'll admit I use the shit out of it during Iron Banner. But during normal crucible I usually just run Sunbreaker. Unless it's object stuf like Salvage. Then I run defender. As far as beating a Shoulder Charge, I've found that a perfectly timed melee or shotgun blast will suffice in beating it.
