Because time is money. To keep those activities in last gen, they would also need consistent maintenance to keep it all working properly. Consistent maintenance requires upkeep of the old code for last gen and the new code for current gen. They then need to make sure everyone knows how to use both the old and new code for consistent upkeep. This means new hires have to waste time learning the old code and the new code. By removing weekly/monthly activities, Bungie greatly reduces the chances of major issues cropping up on last gen. This means they can spend less time working with an entirely separate code for last gen fixes. Last gen also consists of less than 10% of the playerbase. It's just a moneysink worrying about last gen more than they have to. Bungie is, after all, a business. I don't expect film companies to keep producing VHS. I don't expect record companies to keep producing 8-tracks. And I don't expect Bungie to have to keep consistently pushing out fixes for a 10 year old console.
