Have you checked the Abandoned Quest Kiosk?
They might be on page 2 of the kiosk which currently bugged so accept any quests on page 1 to bring quests on page 2 to page 1.

I only have one in there, and it is a crimson doubles bounty from Valentine's Day. That's it. Like I said, I've tried everything! I'm at my wit's end.
