Well a rouge faction wouldn't be able to be a full expansion. It would have to be the size of House of Wolves or maby even smaller. New Monarchy dealt with the Concordant when they tried to overthrow the Consensus, so Guardian v. Guardian fights outside of the Crucible don't last very long. A single Rouge Guardian however holds the potential to be elusive and create a series missions tracking him down and a possible heavily maze and trap oriented raid
