The Digital Upgrade Program only covers the first two expansions. TTK and the base game was never part of the digital upgrade program and doesn't carry over to the current gen consoles.
As far as your characters and data, as of now the only thing you have to do is log in the same account on the current gen consoles and your data will be there. After August 16, there will be an additional step.

hmm...I don't know if I will be getting an xboxone that soon, did they already say what the extra step may be? Though it does look like I will have to buy the entire game again sadly....thank you though for the reply! I really appreciate it!
